In response to the abnormal amount of fees charged for individual vehicles, the Ministry of Transport said all localities should adhere to the principle of giving priority to traffic and never let the interests of trucks be damaged. Prior to the reform, departments such as transport had issued a notice requiring all localities to make \"two guarantees\" based on the weighted average total quality of vehicles and goods by mileage: to ensure that the overall toll burden on trucks was not increased and that the toll payable on the same model under standard loading was not greater than the amount charged at the time of heavy charges.
